The Water Supply Pilot Grant Program was appropriated $25 million for fiscal year 2024-25. House Bill 5003 sets forth the requirements of the grant program, which includes the following requirements: 

  1. The grant may only be provided to a local government.  This means a grant cannot be directly awarded to a utility that is not a local government. To be considered for this grant, a private or regional utility must partner with a local government.  The project must be within or serving (in whole or in part) the jurisdiction of the sponsoring local government.  

  1. The grant is for water supply infrastructure, including distribution and transmission facilities.  No other project types are eligible. 

  1. The infrastructure project must be located within Regions I and II of the Northwest Florida Water Management District.  This includes only Escambia, Santa Rosa, Okaloosa and Walton counties.   

  1. Match of 50% (local, federal or private funding equal to the grant award requested) is required if a developer is involved in the project.  Match for all other projects is not an eligibility requirement.
